Hon. Duncan Gaswaga Sworn In.

His\r\nexcellence President Yoweri Museveni stressed the need to amend the 1995\r\nconstitution, particularly the issue of court bail, so that offenders who\r\ncommit capital offences of murder and treason should not be granted bail.

\r\n\r\n

Speaking\r\nat the swearing-in ceremony of Justice Duncan Gaswaga, the newly appointed High\r\nCourt Judge, that took place on Wednesday 18, 2014 at State House, Entebbe, President\r\nMuseveni said that granting bail to such people encouraged mob justice by\r\ncommunities because aggrieved relatives of the wronged person react to show\r\ndispleasure with court decision. He referred to challenges of logistics and\r\nwelfare of judges as temporary as these would be addressed as the national\r\neconomy continues to register steady improvement.

\r\n\r\n

He\r\ncongratulated Hon. Justice Duncan Gaswaga on his appointment as High Court\r\nJudge saying this would go a long way in easing the work of the judicial\r\nservices in Uganda. The appointment of Hon. Justice Duncan Gaswaga brings the\r\nnumber of judges in the country to 50.

\r\n\r\n

Hon.\r\nJustice Gaswaga was prior to his appointment head of the criminal division of\r\nthe Supreme Court in Seychelles and the International Criminal Court (ICC).

\r\n\r\n

Acting\r\nChief Justice, Steven Kavuma, the Attorney General, Mr. Peter Nyombi and Head\r\nof Public Service, Mr. John Mitala, witnessed the ceremony.
